The cerb is a one trick pony. IT's trick is lobbing missiles an extremely long way.
IF you can't think of a use for that trick, then don't use the cerb.
It works nicely with both heavy missiles - 180km-250km with rigs.
Or light missiles - which go 100km or so if you do it right.
Look at it in this context - at 250km, it's doing the DPS that's comparable to a BS at a similar range - indeed, many BS can't even engage at that range.

So why not use Heavy Assault Missiles on the Cerb? At least on paper it looks pretty good and would most likely be what I'd do with the Cerb.
Doesn't work as well as it looks like, unfortunately. The Cerb is too tight on grid to do much when toting HAMs, and suffers badly from the lack of a dronebay.
Chances are pretty good that if you're using HAMs, the Drake's better - it loses some range, yes - but really, the difference between the 20km in a Drake, and the 40km in a Cerb is not as big as you might think - after all, most fights happen in/near point range, or well beyond.
And the Drake hits harder, has more tank, and a dronebay.

I've always heard that Drake had too few DPS, and I recently gave up flying level 4s in my Nighthawk, due to insufficient gankiness.
L4s are easy enough in a Drake/NH. Cerb will be harder work, because it's a cruiser, and it doesn't tank particularly well. But being able to stand off and spam missiles isn't so bad. It's just... well, at that point a Raven probably does it better.
